• Engineering feasibility and infrastructure study;
• Alignment options study;
• Port operations, and marine traffic impact and safety study;
• Preliminary environmental review and preparation works for the environmental impact assessment;
• Consultation exercises with relevant stakeholders and the public; and
• Preliminary site investigations.

Investigation Study

• Review of the findings of previous studies;
• Examination of alignments and design options;
• Impact assessments on traffic, heritage, land and other related aspects;
• Environmental impact assessment pursuant to the Environmental Impact Assessment Ordinance;
• Gazette pursuant to the Roads (Works, Use and Compensation) Ordinance;
• Preliminary design; and
• Site investigations.

Detailed Design and Construction Stages

• Review of previous preliminary design;
• Detailed design;
• Tendering works; and
• Construction.

Anticipated Commissioning Date

We target to commission the entire group of major roads (including Route 11, Tsing Yi-Lantau Link and the widening of Yuen Long Highway (Section between Lam Tei and Tong Yan San Tsuen)) not later than 2033.
